Can you try attaching a second monitor to your laptop and see if Windows will work on that. Your are correct; the buttons appear to work (the on-screen meters do change), but there is no effect on the actual brightness. If booting into safe mode resets something that somehow "survives" the safe mode boot and persists into the normal Windows boot, it may be what effected the change I saw. Changing this setting fixed my brightness problems on my MacBook Air running Windows through Boot Camp. The keys on my keyboard aren't working, because I haven't installed the latest version of BootCamp to support the MacBook's keys for screen brightness. No, create an account now.
The graphics card is the Radeon HD6770M. Can't even find a setting to change brightness in settings or Notification Center. And I have been searching endlessly almost every day because of how much it annoyed me. What I posted was simply to make it so F1/F2 would work again (as it's the Graphics Driver that screws up F1/F2).
