It's not uncommon, though not the first thing I would check. You say the heat seems to be on low, then in the other sentence you say the blower motor is not working. No air coming out on any of the fan positions or any of the positions of where the air should go, legs, chest, defrost, AC..etc If I turn the dial to I saw in Haynes manual there are Relays behind right front headlight but I have no idea what they are for or which one is what.
